Abstract: Abstract: The pharmaceutical industry is strongly regulated. However, opposite interests may not always support timely changes in the sector’s legislation. This was the case of Italy after World War II: as market distortions and fragility of the productive structure became more and more evident, the Parliament was not able to implement a comprehensive reform. So, government departments and agencies partially filled the legislative gap by changing practices and regulations or by using other “non-legislative” measures. The paper explores the origin, the results and the limits of one of these measures: the Inam formulary.
