Abstract: The main proposition in this essay is that in the long run productivity and employment
can be reconciled. Public investments could multiplay aggregate demand and support
employment, at the same time favouring technological progress and productivity. The present
downward trend of public investments vis à vis GDP, even in surplus countries as Germany, is
highly regrettable.
