Abstract: The residential area of San Paolo al Valco, which was the first project undertaken in the Capital by Gestione INA-Casa under the umbrella of the «Fanfani Plan» (february 1949), contains a variety of architectural styles, including some with themes suggestive of a scandinavian origin. INA-Casa’s activity in this area (autumn 1949) brought with it various «political cultures» which have expressed themselves in a multitude of theoretical and practical interpretations of the «Welfare State» construct. The CIAM congress in Bergamo (July 1949) called attention to a modern, realigned programme which was approved and regulated at a legislative and parliamentary level.
