Abstract: The contribution investigates the role played by Rome’s Urban Development Plan of 1909. It considers it both as a device to regulate the use of the land, in which the aspects of continuity and difference with respect to its immediate predecessor (1906) are highlighted, and as a means to apply the urban policies put in practice by the capital’s administration. Particular attention is given to the question of “building sites” as posed by the two Giolitti laws.
