Abstract: The contribution identifies the principal problems connected to the expropriation of the land intended for the construction of Rome’s first industrial zone covering the period of time from second Giolitti law to the decrees issued immediately before the First World War. Emphasis is given to the local government’s difficulty and ambiguity in following that urban policy which appeared in contradiction to the state directives concerning “reclamation” and “settlement” of the Roman Campagna issued contemporaneously.
