Abstract: This paper examines the activity of the Special Commissar of 1947, a year that was crucial for the history of Italy and of Rome, where the political parties, particularly the Christian Democrats, were developing new strategies in preparation for political life in the capital over the coming years. De Cesare was a hands-on administrator, whose decisions were open to criticism, and, once his mandate was over, were re-examined by the local council. The year in which De Cesare was in office represents a transition from the immediate post-war period to the political landscape that would remain in place in Rome for a decade to come.
