Abstract: Transformation appears to have been the principle characteristic of Rome’s Liberal and Popular parties between 1919 and 1924. The political manifestos of the two parties changed significantly between the 1919 elections and those of 1924. The advent of fascism was, therefore, a disruptive influence for an old and fragile balance of power.
